Abstract

With the rise in the frequency of natural and man-made disasters, also arises the need for emergency response systems, not only sovereign but also resilient. A critical vulnerability comes forward while using traditional systems. This refers to the susceptibility to single points of failure and external control, which further compromises the digital autonomy of a nation over its critical infrastructure. A hybrid structure that uses blockchain for emergency resource allocation is a viable solution to this. The backend facilitates the geographical allocation of resources while being centralized. A blockchain record history (Ethereum/Hardhat) ensures transparency and changelessness of records. A fallback mechanism has also been introduced to ensure availability and post-recovery sync in cases of disruptions and outages. The average job time was a sum of the resource allocation and blockchain logging times, which were measured to be 20–100 ms and 500–3000 ms, respectively. During simulated blockchain failures, the system maintained 100% uptime and complete syncing once the network is back up, thus validating our resilience claim. This acts as an implementation blueprint for sovereign frameworks.
