Dr. Lui's professional aspiration is to improve governance in Hong Kong through research and teaching. He holds a doctoral degree in public administration. His expertise lies in Public Administration theory, public policy analysis, comparative public administration, with a special focus on the functioning and performance of Hong Kong’s political institutions (such as the Executive and Legislative branches and the Hong Kong Civil Service), and public governance in Hong Kong.
He is a co-investigator of a RGC grant research project (Ref. No.: UGC/FDS16/H04/15) with colleagues of the A&SS on political discourse in Hong Kong. They adopted a linguistic perspective known as systemic functional perspective to study political discourse from the period of August 2014 to June 2015. During that period, the politics of Hong Kong was mainly focused on the political reform proposals adopted by both the Central People’s Government and the Hong Kong Special Administrative Region Government. Apart from the official position on this matter, the pro-government and pan-democratic political parties, and different civil societies have their own positions on this matter. Their research focuses on types of political discourse strategies (such as languages and metaphors) that each of these different groups has adopted to promote their position and to discredit the positions of the opposition parties. Their project has been funded for a 30-month period, starting from January 2016. The total amount of the funding is HK$690,719.
